Not so-bad-at-all is the commercial zones. So the worse problem will be seen with industrial zones. Once you start to educate your citizens (by building elementary, high school and colleges), those educated citizens become very stubborn and hesitate to accept a job with a lower education requirement (they will eventually, it just takes longer). Your problem is more than likely caused by what Fox has explained above.
